Boris Johnson and the Government are set to announce the up to a maximum of 4,000 fans will be able to attend outdoor sporting events in the lowest risk areas once lockdown in England ends on December 2.
As understood from the BBC,Prime Minister Boris Johnson is expected to be making the announcement on the possibility of crowds returning later on Monday, making a statement in the House of Commons that MP’s can vote on.

Crowds will not be allowed in the highest-risk areas under the new restrictions but will be able to in areas that are at the lowest-risk.
Sport has continue to run at an elite level behind closed doors in England before and during the second lockdown, while amateur sport and below has been put on halt since November 5.
