Swansea defender Alfie Mawson and Bournemouth midfielder Lewis Cook have also been included.
Arsenal midfielder Jack Wilshere is recalled to the squad after putting in impressive performances in the Europa League and Premier League.
Harry Kane is the main absentee, who is set to miss a month of action after suffering an ankle injury in Tottenham’s victory over Bournemouth last weekend.
